In the past, in geological exploration, marine development and offshore safety management, we have realized that damage to environment are very serious important. While technology has improved rapidly over years, is changing faster than management. We must ensure of hydrographic, meteorological conditions sea wind weather forecasting. Due limitations exploration techniques methods, many problems difficult deal with or unpredictable when analyzing factors affect management environment. Therefore, need solve these by some new means.
